Mr. Qaiser Noor is a seasoned British and Middle East Banker with a variety of C level experience spread over 25 years working in top tier International Financial Institutions, Consultants and a Central Bank. He is a Chartered Accountant of England and Wales with renowned achievements from international reputable universities. He has worked in top international banks and consultants in London that include PWC, Standard Chartered Bank, HSBC, RBS and Mizuho.
His key areas of expertise are Finance, Risk and Assurance, Capital and Liquidity Management, Treasury, Business innovations, Islamic Financing, Corporate Governance and Compliance. In his previous roles, he has contributed strongly for development of Enhanced Task Force for Disclosures in UK, Capital and RWA optimization for Investment Banks, ICB ring-fencing framework for RBS, Optimized Risk Operating Model along with Product Innovations.
While working in Saudi Central Bank for 6 years as an Advisor, he provided his expertise in areas relating to Finance, Risk, ICAAP, ILAAP, Stress Testing, Banking Compliance, Basel III and Latest Financial Sector Developments. He has represented Saudi Arabia in the Basel Regulatory Consistency Assessment Program (RCAP) and FSB peer review process over the years. He was a key member in various Basel sub-committees ranging from Risk Measurement Group, Accounting Expert Group, Standardized Approach and Large Exposures. After leaving SAMA, he helped establish one of the first digital banks in the Kingdom along with helping to grow Fintech companies in KSA as an accelerator and an incubator. Currently he is working as a CEO Advisor in Riyad Bank.
He is a frequent speaker in international forums (Arab Monetary Fund, World Bank, Bloomberg events) and intellectual conferences on FI related topics and is based in Riyadh.
